Infotech Appoints Esri Veteran Terry Bills to Lead Tribal Engagement and GIS Strategy

Former Esri transportation executive to strengthen Infotech’s “Unified Civil Intelligence” through enhanced Esri integration and Tribal Nation partnerships.

February 18, 2026, Gainesville, Fla.Infotech, a leader in infrastructure construction software and bridge-to-data intelligence, announced today the appointment of Terry Bills as Strategic Consultant. A renowned expert in transportation and Geographic Information Systems (GIS), Mr. Bills will spearhead Infotech’s strategic expansion into Tribal Nation infrastructure and deepen the company’s technical integration with Esri’s location intelligence ecosystem.

Mr. Bills joins Infotech following a distinguished career at Esri, where he served as a global lead for the transportation industry. In his new role, he will focus on three core pillars:

  • Tribal Sovereignty & Infrastructure: Building on established partnerships with Tribal Nations to deliver tailored lifecycle solutions that support sovereignty and long-term infrastructure goals.
  • GIS Interoperability: Enhancing the technical “bridge” between Infotech and Esri to provide project owners with real-time, map-based project intelligence.
  • Industry Leadership: Strengthening Infotech’s collaboration with industry leaders across federal, state and local transportation agencies to drive industry standards forward.

Mr. Bills retired last summer from a distinguished career at Esri, the global market leader in Geographic Information Systems (GIS) software, location intelligence and mapping. He  brings decades of expertise in transportation research and infrastructure projects to Infotech.

Mr. Bills’ appointment is central to Infotech’s evolution toward Unified Civil Intelligence, where data remains interoperable from planning through long-term maintenance. In this role, he will directly inform product development and technical workflows, ensuring Infotech’s solutions are engineered to meet the unique sovereign requirements of Tribal Nations. By applying his deep expertise in public works, Mr. Bills will help design the digital frameworks Tribal leaders need to exercise greater data sovereignty and streamline complex project management on sovereign lands.
