Dr. Tom Rothrock is Infotech’s Co-Owner and Chief Executive Officer. He has propelled the company forward for more than 40 years, providing leadership and oversight to lead and grow Infotech’s suite of owned products and the products Infotech supports as the official contractor for AASHTOWare Project. Dr. Rothrock co-founded Infotech with Dr. Jim McClave, establishing their partnership in 1978.

Under his leadership, Infotech developed an extensive line of software products and services designed primarily for state and local transportation agencies and the contractor community that serves them. These software solutions originally emerged from his pioneering work utilizing computerized methods for detecting collusive behavior in sealed bid markets, which he and Dr. McClave applied to highway construction contracts in the early 1980s. Together, the Infotech founders created the market in which the business currently competes.

Dr. Rothrock earned a Ph.D. in economics from the University of Missouri, completing his thesis on the statistical analysis of sealed bid markets. Prior to joining Infotech, Dr. Rothrock was a faculty member at the Universities of Missouri, Wisconsin and Florida.
